Issue
A user is trying to pay their tuition through the Online Center. After successfully logging in, they click on the pay bill tile but receive an error message.
Environment

Information
Troubleshooting steps performed with the user:
- Waited a minute and refreshed the web page.
- Clear cookies and cache.
- Tried additional web browsers.
- Verified the account was not locked and the passphrase (password) was valid.
