Issue
When trying to share a folder with people outside of GRCC, they were unable to view any of the contents inside the folder.
I am not seeing options to share a file from Google Drive.

Resolution
Items within Google Drive can only be shared outside of the organization by the owner of those files. Asking the owner to share or creating a copy will allow intended files to be shared. This includes items that are within a folder.
