Reporting to the Chief Information Officer, the Director of IT Project Management, Licensing & Procurement provides leadership for the Project Management Office, a department within the Division of Information Technology.  This position is responsible for the IT project portfolio management, software licensing, hardware procurement, technology surplus store, and related processes and reporting. This position manages the Project Management Office budget which includes staff, professional development, software licensing, and hardware procurement. As part of the IT Leadership Team, the Director must effectively communicate and collaborate with leadership, faculty, and staff across the College to support strong partnerships between IT and the campus community. The Director represents the Division of Information Technology on College committees and working groups, ensuring that IT is positioned to meet the current and future needs of GRCC.

ESSENTIAL FUNCTIONS

  • Administration and development of the project management system, establishing standards, processes, and tools for effective project delivery, and providing guidance to end-users

  • Collaborate with CIO, other executives, and administration to manage project priorities 

  • Develop and direct project management operations to align with strategic initiatives

  • Collaborate on capacity planning efforts and establish resource tracking processes 

  • Conduct performance appraisals and other administrative management functions for direct reports

  • Ensure team members' technical skills are kept current and relevant by identifying and supporting appropriate training and other professional development opportunities 

  • Oversee GRCC Online Store operations and provide direct supervision of staff

  • Provide regular project status reports and analytics to the Chief Information Officer

  • Collaborate on project success criteria with involved parties throughout the project life cycle

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations

  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans

  • Oversee key performance indicator metrics to meet management targets

  • Effectively and proactively manage budgets for campus software, computer hardware, and the IT Project Management Department

  • Use financial forecasting methodologies to project software and hardware budgetary needs 

  • Create and maintain an effective IT asset program, including software and hardware

  • Ensure software licensing compliance, identifying and mitigating risks 

  • Develop and maintain departmental IT procedures and contribute to IT Division and GRCC policies

  • Contribute to and provide leadership in the creation and review of the Division of Information Technology service catalog, goals, priorities, and strategic plan

  • Participate in the development and maintenance of the disaster recovery plan for the College’s computing and telecommunications infrastructure

  • Prepare responses to mandated audits

  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position

JOB SPECIFICATIONS

Educational Credentials

  • Bachelor’s Degree Required

  • IAITAM Asset Management Certification Required

  • PMP or LEAN Champion Certification preferred

  • CTPS Certified Technology Procurement Specialist certification preferred

Work Experience

  • 5 years experience in Asset Management and Project Management required

  • Formal project management education (PMI Institute, Google Project Management, CAPM)

  • Prior budget, contract, and licensing experience

  • Ability to work collaboratively to provide direction and motivation to project teams 

  • Organize and manage resources, set timelines and milestones, and allocate tasks 

  • Strong communication, both oral and written

  • Ability to negotiate resources, timelines, and project scope changes, contract terms, conditions, and vendor pricing 

  • Analytical and problem-solving skills 

  • Understanding of FERPA, HIPAA, and related privacy and security standards

  • Ability to relate to diverse community college student and staff populations Physical Demands
