The Chief Information Officer is the College’s leader and advocate for academic, administrative and media technologies.  The position responsibilities include strategic planning, direction, organization, implementation, and operation of the information technology system.  Operational responsibilities include supervision, customer service, computer center/network, telecommunications (voice and data), information security, media technologies, budget development, technology licensing, audits, compliance, acquisitions, installation, and operation.

ESSENTIAL FUNCTIONS 

  • Participate in strategic and operational governance processes of the college as a member of the senior management team

  • Lead IT strategic and operational planning to achieve the college ‘s mission, vision and goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization

  • Develop and maintain an appropriate IT organizational structure that supports the priorities and needs of the College. Establish IT departmental goals, objectives, and operating procedures

  • Ensure information security controls are in place. This includes all information security activities across all domains of information security; access control, connectivity/communications, security operations, AD security and event management

  • Ensure IT system operation adheres to applicable laws and regulations 

  • Direct development and execution of an enterprise-wide disaster recovery and business continuity plan

  • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development

  • Develop, track, and control the information technology annual operating and capital budgets

  • Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale

  • Assess and make recommendations on the improvement or re-engineering of the IT organization

  • Keep current with trends and issues in the IT industry, including current technologies and prices. Advise, counsel, and educate executives and management on their academic, competitive or financial impact

  • Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations

  • Supervise recruitment, development, retention, and organization of all IT staff in accordance with College budgetary objectives and personnel policies

  • Act as an advocate for the IT’s role in meeting the college’s vision via regular written and in-person communications with the organization’s executives, department heads, and end users

  • Assess and communicate risks associated with IT investments

  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives

  • Coordinate and facilitate consultation with stakeholders to define academic, operational and systems requirements for new technology implementations

  • Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance

  • Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems

  • Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems

  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position

  • Performs other related duties as assigned


JOB SPECIFICATIONS

Educational Credentials

  • Bachelor’s degree required in the field of computer science, information systems, or business administration

  • Master’s degree in fields with technology as a core component preferred

Work Experience

  • Ten years’ experience in IT with minimum 5 years of demonstrated IT management experience in a large organization

  • Five years’ experience working in Higher Education preferred

  • Experience in strategic planning and execution

  • Substantial experience with data processing, hardware platforms, enterprise software applications, and outsourced systems, including PeopleSoft, Oracle and Blackboard

  • Experience with systems design and development from business requirements analysis through to day-to-day management

  • Proven experience in IT planning, organization, and development

Skills

  • Considerable knowledge of business theory, business processes, management, budgeting, and business office operations

  • Good understanding of computer systems characteristics, features, and integration capabilities

  • Excellent understanding of project management principles

  • Superior understanding of the IT role in meeting an organization’s goals and objectives

  • Demonstrated ability to apply IT in solving business problems

  • In-depth knowledge of applicable laws and regulations as they relate to IT

  • Strong understanding of human resource management principles, practices, and procedures

  • Superior coaching skills and experience in developing IT staff

Physical Demands

  • The position requires long periods of sitting, standing, reading and writing, listening and speaking

  • Must be able to lift up to 20 pounds
