Definition of Justice-Impacted
A justice-impacted participant may include individuals who have experienced:
- Prior convictions
- Arrests or charges (regardless of outcome)
- Probation
- Parole
- Other involvement with the criminal justice system
FTC does not require documentation of a participant’s justice involvement and does not collect legal case details.
Eligibility
Justice-impacted individuals:
- Are fully eligible for FTC programming
- Follow the same eligibility rules as all other participants
- May access FTC training and support options
- Are not filtered by background, probation status, or justice history
Training-specific age, safety, or employer requirements may apply.
Referral Sources
Justice-impacted participants may be referred by:
- Community partners
- FTC Coaches
- Individual participants
Referral Process (Same as All Participants)
Step 1 — Submit Referral
Partners or coaches email the FTC team at:
futuretechcareers@grcc.edu
Include all standard referral information:
- Legal name
- Preferred name (if applicable)
- Contact information
- Referring organization
- Program(s) of interest
- Any known scheduling or participation constraints
Do not include:
- Details about justice involvement
- Case summaries
- Legal documentation
DOL grant-reporting requests disclosure of being justice-impacted but does not require further relevant details.
Step 2 — Complete Standard FTC Intake
The participant completes the same intake form used by all participants.
No special fields, documentation, or additional disclosures are required.
Step 3 — Communication Expectations
Justice-impacted participants follow the same communication structure as any other referral.
FTC Coaches may communicate with:
- The referring partner
- The participant
- GRCC advising staff
- Other support contacts identified by the participant
Confidentiality & Sensitivity Guidelines
- FTC does not require proof of justice involvement.
- Partners should not send:
- Court documents
- Case details
- Charges
- Sentencing information
- Conditions of probation or parole
- A simple referral without justice-related details is sufficient.
- FTC treats all participants with the same privacy standards and enrollment procedures.
Program Access
Justice-impacted participants may engage in:
- FTC coaching
- Career conversations
- Workshops
- Approved training programs
- Work-Based Learning (WBL) opportunities
- Follow-up and employment support
- Manufacturing and IT pathways
- Other FTC-supported activities
No restrictions are applied unless a specific training or employer has independent requirements.
Completion
Completion for justice-impacted participants follows standard FTC procedures:
- Completion of their selected training or program
- Participation in required coaching or WBL activities
- Transition to the four-quarter employment follow-up once employed
- No special tracking or reporting for justice-impacted status
FTC does not maintain separate reporting categories for justice-impacted participants.
