Purpose and Goals
This article provides instructions for submitting the Quarterly Narrative Report (QNR) for DOL-funded grant programs. The QNR captures qualitative information on grant progress, implementation challenges, and participant outcomes. It complements the QPR by providing a narrative explanation of activities during the reporting period.

Reporting the Data

Log into Login.gov using provided credentials.

From the main menu, select My Reports > Quarterly Narrative Reports > ADD NEW

Select the appropriate:

Complete All Sections using prewritten content found in current QNR document:

Copy and paste each section into its designated field

Stay within the 6,000-character limit per field

If text exceeds the limit, add “See attachment”

Break large responses at logical points, such as paragraph or sentence ends

When all fields are complete, click Save

Verify QNR and Work Plan have been uploaded.

Review the report, then select Certify to finalize submission

View all certified QNRs at any time by returning to the My Reports tab
