This position maintains and enhances the integrity of the GRCC's accounting and budget systems to ensure the continued financial viability of the College. The Controller is responsible for providing timely and accurate monthly and annual financial reporting as well as providing necessary financial information and guidance to executive management for informed and sound decision making to help meet the College's mission and ends. This position must utilize industry knowledge, planning skills, communication and visionary skills to achieve results in the most efficient way possible to best meet the College's mission and ends.

ESSENTIAL FUNCTIONS
-
Oversees and manages all general accounting systems including accounts payable, accounts receivable, general ledger, fixed assets, and others in accordance with applicable federal and state fiscal rules and regulations

Creates and implements fiscal management and accounting policies and procedures to ensure accurate financial reporting and compliance with state and federal regulations

Prepares all internal and external financial reports

Develops and executes internal audit procedures and manages the annual external audit process

Prepares year end adjusting entries and provides oversights and direction for the year end closing process
-
Manages federal, state, and local grant accounting and reporting, including federal student Pell and other grant awards
-
Manages agreements with 46 tax units and collects all required property taxes accurately.

Completes all necessary 1099 and 1098T reporting

Accounts for all procurement card expenditures and internal charges

Approves of payment request, budget transfers, journal vouchers and other financial transactions as necessary

Guides the design and implementation of the budget and accounting ERP system including the following:

Provides necessary training to budget control officers and others
-
Provides strategic analysis, supports decision making and shares strategic vision for accounting and reporting functions within the finance team and across the institution

Develops budget projections in conjunction with the Director of Budget & Business Services

Assists with general fund budget projections, updates, reporting and maintenance
-
Monitors BCO spending and assists BCO's with budget issues
-
Provides oversight, direction, and support for all accounting department staff members

Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position
