Position is responsible for short and long-term campus planning;  development and execution of capital construction, renovation, deferred maintenance projects and the accomplishment of operations, maintenance and grounds activities for the College.  This involves ongoing engagement, collaboration and coordination with various parties including college leadership, department heads and representatives, committees, staff and students; local, state and federal agencies; consulting architects and engineers; construction and service firms; and the community at large.  This position assumes responsibility for the GRCC campus and physical plant and the Facilities Department in the absence of the Executive Director.

ESSENTIAL FUNCTIONS

  • Ensure continual successful operation of Facilities Department in the absence of the Executive Director of Facilities

  • Plan projects, including work analysis, job site inspection, coordination with department representatives and staff agencies, developing and finalizing details of requirements, and determining the most feasible methods to accomplish project requirements, within budgetary, timeline, and quality standards and limitations 

  • Review and interpret building codes and other regulatory agencies’ requirements relating to project work.  Work directly with architects, engineers, construction managers, and other service providers.  Interface with, influence and lead various stakeholders, committees and individuals in the development of plans and specifications

  • Represent the department and College in project matters, including: technical, performance, or aesthetic substitutions or changes in the provisions of the approved plans and specifications.  Coordinate with other affected parties including the Executive Director of Facilities, Associate Directors, Project Managers, Operations Building Managers, other Facilities staff members, and the college at-large in the planning of work projects and in the resolution of problems

  • Prepare plans and specifications for work to be performed by contractors or in-house forces, assuring institutionally preferred needs are met and project vision achieved; and that contract documents are thoroughly coordinated and reviewed by all involved agents of the College to assure all requirements are included

  • Seek and secure funding, scope, and schedule approvals from college leadership

  • Prepare regular construction status reports for the Board of Trustees, College leadership, financial services, or other parties

  • Perform campus planning and project programming involving technical investigation and analysis.  Recommend solutions to unique planning, engineering and administrative problems

  • Integrate sustainability into design of construction and renovations projects including LEED certification and other sustainable design best practices  

  • Serve on various College Teams as assigned and when appropriate, to achieve department goals and college initiatives

  • Responsible for maintenance of all academic, administrative, and auxiliary buildings, structures, and campus grounds including all utilities involving water, sewer, electrical and mechanical systems associated with heating, ventilation, air conditioning and related chillers, fans, pumps, motors, ducting, heat exchangers, electronic and pneumatic control systems, among others

  • Supervise Associate Director in the operation of the maintenance trades work control system, addressing emergency, regular, and preventive service requests.  Prepare work orders for the various Facilities trade’s people. Collect data and prepare reports relevant to work progress, cost, and continuous process improvement.  Assure building maintenance catalogs, warranties, operations manuals, and technical files are maintained and updated.  Assure excellent customer service

  • Determine maintenance and operations personnel needs as well as requirements for supplies, materials, equipment and service contracts. Continuously monitor expenditures in all categories to assure budget is not exceeded and funds are effectively utilized. Engage, plan, and schedule subcontractors when needed to assist in operations, maintenance, repair and construction requirements, and conduct inspections to assure work performed meets requirements

  • Maintain the College’s high standard of campus grounds maintenance to include mowing; chemical treatment of lawns, trees and shrubs, lawn renovation and irrigation; pruning trees and shrubs; propagation, transplanting and/or removal of trees and shrubs, etc. 

  • Develop training programs to assure standard methods and use of materials; implement use of new methods, systems, and materials; train and orient personnel to perform effectively and safely through formal and in-service training methods 

  • Delegate to and hold subordinates responsible for providing excellent customer service and performance of assignments. Perform other tasks to include special studies that involve technical investigation and analysis and recommend solutions to unique engineering and administrative problems as may be required

  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position

  • Performs other related duties as assigned

Marginal Job Functions

  • Estimate costs of construction projects, requiring extensive knowledge of work procedures, trade and industry practices, and capabilities of available work forces, both in-house and contracted, and materials and resources needed to accomplish work

  • Manage projects during construction phase to assure plans and specifications are adhered to and that quality work is being delivered consistent with institutional priorities and project budget.  Provide final inspection and acceptance of the completed project.  Assure all deficiencies in construction are corrected and that all structural changes and other modifications are recorded

  • Hold regular meetings with contractors, architects, and engineers to establish work schedules and resolve construction problems.  For in-house construction projects, collaborate with Associate Director of Facilities and project managers to determine availability of manpower in the various trades and arrange scope and schedule so work can be accomplished in an expeditious and orderly manner

  • Determine needs and justification for changes required during construction.  Obtain cost estimates, evaluate merits of the proposed changes, and secure approvals in accordance with college policies

  • Attend conferences and seminars about facility management innovation and best practices, architectural practices, policies, standards and administration

  • Conduct and grow preventive maintenance program of inspection and repair of electrical, mechanical equipment, roofs, building envelopes, parking ramps, grounds, and all other campus space and facilities to assure proper operation and to correct malfunctions before major failures develop. Establish building maintenance inspections on a periodic and recurring basis. Assure that work conditions are safe and conducive to efficient operations

  • Assure campus snow plowing and ice removal occurs when necessary to maintain safe campus grounds and sidewalks, building approaches, driveways and parking areas


JOB SPECIFICATIONS

Educational Credentials

  • Advanced degree in architecture, engineering, construction management, business, or related field or significant commensurate experience and credentials required

  • National Career Readiness Certificate (NCRC) preferred

Work Experience

  • Minimum of 10 years of progressive leadership responsibility in Educational Facilities Management

Skills

  • Proficiency in computer applications (AutoCAD, Revit, GIS, CMMS, BIM, ProCore, Project, etc.)

  • Analytical and results oriented with demonstrated strong decision making/problem solving skills

  • Experience and knowledge of Computerized Maintenance Management Software (CMMS) systems and processes 

Physical Demands

  • Sitting, perform desk-based computer tasks 

  • Lift/carry/push/pull objects that weigh up to 25 pounds

  • Stand/walk, twist/bend/stoop/squat, climb (use a ladder, scaffolds, or other)

  • Kneel/crawl , reach/work above shoulders, grasp forcefully, writing by hand, sort/file paperwork or parts, lift/carry/push/pull objects that weigh >40 pounds

  • Must be able to traverse campus(s) to accomplish projects, meetings, and oversight of physical plant
