The Director of Grant Development provides leadership and manages the College’s portfolio in the procurement of grants in support of the College’s mission and strategic initiatives. The Director will promote collaborative initiatives with public and private agencies and other institutions as appropriate. The position requires expertise in grant writing, excellent communication and leadership skills, experience in needs assessment and analysis, as well as the ability to work well under pressure in a fast-paced, deadline driven environment.

ESSENTIAL FUNCTIONS

Grant Strategy

  • Meet regularly with Executive Leadership, Provost Counsel and other campus leaders to develop and oversee strategy regarding grant initiatives and to set priorities that are aligned with the College's mission, vision, strategic plan and activities

  • Forecast, produce and report on the College’s grant-seeking strategy annually to the Board of Trustees

  • Facilitate strategic planning with Deans, Directors and Department Heads to develop and manage strategy regarding grant resources that support specific priorities

  • Act as a liaison to local, state and federal departmental and legislative grant funding programs to promote GRCC as an effective resource to achieve educational and economic development strategies

  • Manage relationships with key partners at the local, state, and national levels

  • Keep abreast of changing state, federal, and private foundation grant standards, proposal guidelines, and funding priorities and communicate changes to project directors and administrators, as appropriate

  • Exercise objective, independent judgment in interpreting and analyzing requests for proposals and funding guidelines from government agencies and foundations to determine funding probability and potential impact on College resources

  • Maintain and execute the Grants Policy to ensure the interests of the College are protected

Pre-Award

  • Lead grant development and management initiatives to advance the strategic priorities of the College

  • Research funding opportunities available through local, state, and federal governmental agencies, as well as private and corporate foundations, and disseminate information to appropriate College employees

  • Direct and facilitate all aspects of the grant development process to include: gather input from multiple stakeholders; synthesize diverse ideas; gather data and conduct a needs analysis; articulate goals, objectives, activities, and evaluation strategies; develop timelines; and prepare letters of support and other required documentation. Write, edit, assemble, and submit grant proposals

  • Develop and supervise, in conjunction with the Grants Accounting Specialist, accurate budgets and financial plans/documentation

  • Independently analyze, interpret and apply knowledge of relevant College policies and procedures, OMB 2 CFR 200 (the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), and other federal and state regulations to navigate sponsor guidance and policies; support development of sound, compliant proposals; and to assess grant awards and agreements

  • Facilitate and motivate internal and external working groups involved in proposal/program design to shape the design of major grant initiatives; external groups may include representatives from local/regional foundations, schools, state and community agencies, employers, and workforce development agencies

  • Facilitate, edit, and support proposals written by other faculty or staff

  • Develop and deliver training content to college administrators, faculty and staff (written content and tools, in-person presentations, recorded video sessions, one-on-one consultations, etc.) on all aspects of the grant lifecycle 

  • Supervise, provide oversight to and maintain regulatory and electronic grant submission processes and procedures necessary to submit public and private grant proposals

  • Establish and maintain procedures and guidelines for grant management, compliance, and reporting. Provide training and ongoing guidance to administrators, faculty, and staff on the effective start-up, implementation, and required recordkeeping of funded projects

  • Oversee the collection, maintenance, and dissemination of grant award contracts/agreements, maintain accurate institutional data related to grants, and participate in internal and/or external audits of grant contracts in accordance with GRCC and sponsor policies

  • Instruct project managers on policies and procedures for establishing processes to track grant progress and performance, submit required programmatic and fiscal reports, and meet other requirements to ensure compliance with grant requirements

  • Implement a schedule of routine compliance audits that support a proactive approach to grants management so that grant-funded programs and renewal applications are effectively implemented to meet funder requirements. Exercise objective, independent judgment in interpreting regulations and contract language and informing the project manager and College administrators of compliance issues. Develop corrective actions in partnership with the project director and monitor implementation of corrective actions

  • Negotiate claims or complaints regarding grant contract compliance or performance, as necessary. Exercise sound problem-solving, decision-making, and conflict resolution skills, and exercise confidentiality and neutrality in sensitive situations

  • Monitor grant awards and oversee project managers in preparing and submitting financial and progress reports

  • Review and facilitate execution of administrative updates such as no-cost extensions, project modifications, staffing changes, just-in-time documentation, final reports, etc.

  • Maintain current knowledge of College policies and handbooks and funding agency documents and requirements, effectively communicating relevant requirements to project directors and administrators and make recommendations regarding the College’s Grant Policy and procedures

General Department Operations

  • Provide leadership, management, and continuous development of Grants Department staff

  • Develop and implement new strategies, procedures and workflow processes for the Grants Department to ensure timely, efficient, and transparent mechanisms related to all aspects of grant life cycle

  • Use technology (systems and databases) to monitor department performance. Produce and report on the department’s quarterly dashboard and annual reports to monitor grant allocations and department performance

  • Ensure the College’s Grants Administration Guide and website materials are consistently up-to-date

  • Lead, direct, and facilitate the IIPD and SSPD professional grant process for the GRCC Foundation

  • Manage the Grants Department budget as the Budget Control Officer (BCO)

JOB SPECIFICATIONS

Educational Credentials

  • Master’s degree required from a regionally accredited institution

  • Seven years’ experience in grant research, development, administration and compliance in a higher education, federal government, state government, or industry working as a grant writer

  • Minimum of two years’ experience in an administrative leadership role, preferably in a higher education setting, including experience in the direct management of staff

Work Experience

  • Demonstrated grant success with governmental agencies and private foundations

  • Advanced knowledge of local, state, and federal laws, rules, regulations pertaining to grant development, administration and compliance

  • Comprehensive knowledge of project/program design, proposal preparation, and submission components

  • Experience developing and implementing budgets

  • Ability to solve problems, tolerate ambiguity, handle multiple priorities, and deliver high-quality work products in a deadline-driven environment

  • Demonstrated data analysis and evaluation skills

  • Experience with electronic grant submissions, including Grants.gov

  • Team Focus; successful experience in working on cross-functional teams and in developing programs and partnerships

  • Excellent verbal communication and persuasive writing skills

  • Strong planning, organizing, budgeting, attention to detail, and managing skills in a complex work environment

  • Strong interpersonal skills to deal effectively with College staff, community members, and individuals from outside agencies

  • Proficient in a Windows environment, including MS Office applications and web-based grant research and submission methods
