The GRCC Police Captain is a member of the police department command staff and works closely with the Police Chief and other college administrators to develop and implement strategies to provide for a safe and secure campus environment. The captain has oversight over the police sergeants, officers, dispatchers and support staff to maintain effective daily operations of the police department. The GRCC Police Department is a Michigan Commission on Law Enforcement Standards certified police agency and all officers and command staff are expected to meet M.C.O.L.E.S. licensing standards. The captain will work with members of the department, college, local, state, and federal law enforcement agencies, as well as officials from other area colleges routinely.
The mission of the GRCC Police department is to serve and protect the students, faculty, staff, and visitors of the Grand Rapids Community College. We also endeavor to further the academic pursuits of GRCC students by keeping them and their property safe and helping to create an atmosphere where everyone feels secure in their learning environment.

ESSENTIAL FUNCTIONS
- Serves as an advisor to the Police Chief, providing updates regarding investigations, status of projects, and personnel matters and serves as the Police Chief in their absence
- Serves as Department’s Accreditation Manager
- Responsible for writing department procedures and confirming they meet all required standards.
- Ensures all personnel under their command are technically and tactically proficient in performing all duties required of their rank or position.
- Oversight of researching, purchasing, implementation and maintenance of equipment, tools, technology and supplies (vehicles, radios, body worn and in-car cameras, mobile laptops, etc.)
- Secondary administrator on the MCOLES MITN system.
- Manages MCOLES training requirements and grants.
- Uses the RAVE communications system for imminent threat communication in the Chief’s absence.
- Assists with the creation, implementation, and maintenance of the college’s emergency management plans, trainings, and exercises (to include course completion of ICS 100,200,300, 400, 700, 800)
- Works with officers, citizens, college leadership, and the chief to identify campus problems and priorities
- Provide leadership and management for community engagement efforts, including but not limited to educational initiatives, crime prevention and harm reduction on campus, as well as special events like dignitary visits
- Oversight of serious crime scenes and major incidents pending the arrival of the Chief and in the Chief’s absence
- Oversees the administration for all warrant submissions, swearing in and follow up on investigations
- Oversees the administration of property/evidence management, ensuring proper logging, transferring, and destruction
- Assist with maintaining campus crime statistics in compliance with the Clery Act; assist in preparing the Annual Security Report, and general support of the Clery compliance officer
- Understands and assists with Title IX investigations
- Trains, mentors, and counsels subordinate personnel
- Responsible for daily staffing decisions, including training, scheduling & delegating work
- Participates in the selection and hiring of personnel
- Oversight of the FTO process, to include reviewing FTO logs, daily observation reports, and improving the FTO manual and process. Ensures the manual is updated and reflects changes
- Conduct annual performance evaluations sergeants, and review officer and dispatcher evaluations
- Completes administrative reports
- Conducts formal investigations of citizen and officer complaints
- Monitors officer and sergeant efforts to address non-criminal campus problems
- Maintains department records
- Attends meetings and is involved with campus focus groups
- Attends training in management and administration
- Assists the chief in the development of department plans and budgets
- Acts as the department liaison to external law enforcement and emergency service entities
- Back-up officers when needed
- Responsible for being on-call outside of scheduled work hours
- Assist in school closing decisions when necessary
- Perform other duties as assigned

Educational Credentials
- Michigan Commission on Law Enforcement Standards Certification (MCOLES)
- Bachelor’s Degree
- Accreditation Manager Training through MLEAC
- CPR/Basic First Aid
Work Experience
- Minimum 10 years police experience
- Minimum of three years of law enforcement supervisory experience, or demonstrated equivalent responsibility
- Experience with Emergency Management Response
Skills
- Knowledge of Federal, State, and Local laws
- Possess all required knowledge, skills, and abilities of the police officer and sergeant positions
- Working knowledge of modern police operations, management and supervisory techniques
- Understanding of the National Incident Management Systems and Incident Command System, including experience or ability to act as Incident Commander during a critical incident
- Ability to create and/or assist with training exercises including tabletops as well as full scale exercises
- Ability to effectively supervise, train, and evaluate the performance of subordinates
- Ability to provide constructive feedback and counseling to employees as well to lead and motivate employees
- Ability to work as part of a team, implement strategies of senior administrators
- Ability to make decisions, judgments, and supervise free of personal opinion, bias, or other outside influences.
- Ability to quickly learn complex technology such as security systems, cameras, radios, etc.
- Computer literacy skills, including familiarization with Talon, LEIN, and other law enforcement reporting tools
- Ability to communicate via portable and mobile radio systems
- Ability to write and edit comprehensive reports, procedures and other documents
Physical Demands
- Must meet all physical standards set by M.C.O.L.E.S., including firearms qualifications
- This job requires the employee to be able to perform rigorous tasks, including but not limited to: extensive walking, running, climbing stairs (several flights), lifting/carrying heavy objects, wearing heavy uniform equipment on a daily basis.
- This position requires the individual to wear a police uniform including ballistic vest and weighted gun belt
