The Executive Director of Facilities provides guidance, leadership and management of facility assets of 22 distinct structures, covering 2.2 million square feet, replacement value costing over $600 million, excluding campus infrastructure. This position develops, administers, and manages an operating budget of approximately $12 million and provides supervision and support to approximately 90 facilities team members. The Executive Director is responsible for oversight of all construction and maintenance projects on campus, ensuring projects are delivered within established timelines and budgets. The role also directs the general custodial and maintenance functions on campus serving approximately 23,000 customers and 13,000 students on an annual basis.

ESSENTIAL FUNCTIONS

  • Provide and initiate direction, leadership, and management for all aspects of campus facilities and grounds with regard to strict constraints on limited budgetary and human resources. Initiate, develop, and administer budgetary requirements and procedures for all Facilities’ operations, maintenance, and payroll

  • Initiate, establish, and execute policies and procedures to ensure a clean, safe, and secure environment exists for students, faculty, staff, administrators, and the community at-large

  • Develop and direct the implementation of goals, objectives, policies, procedures, and work standards for the department; establish, within College policy, appropriate budget, service, and staffing levels

  • Establish guidelines for project renovation and new construction feasibility and accomplishment. Develop, manage, and administer budgets to ensure projects can be completed within stringent fiscal constraints. Provide leadership and management of capital improvements, renovation, and new construction with contractors, architects and construction firms 

  • Provide guidance and establish procedures to ensure ADA, MIOSHA, OSHA, City, County, State, and Federal requirements are complied with. Interface with Intermediate School District health organizations, colleges, universities, and profit and non-profit organizations 

  • Develop and lead proactive space planning, preventive maintenance, environmental, safety, and security program efforts in accordance with strategic objectives

  • Develop campus sustainability strategies and initiatives

  • Update and maintain the college 5 year Master Plan 

  • Supervision of approximately 90 personnel within the Facilities Department   

  • Assume management responsibility for Facilities Planning and Management programs services, and activities, including project planning, building, utility and civil infrastructure design and construction, maintenance, operations, and cleaning of buildings 

  • Oversee and manage the administration, planning, operations, and maintenance of the College's energy management systems, utility and civil infrastructure

  • Evaluate, select, and recommend for approval long-term College-wide energy management systems, sustainability effort, and purchase contracts  

  • Direct the development, updates, and maintenance of the College's development plans, facilities master plan

  • Manage multi-million dollar projects with varying priorities

  • Oversee the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluate proposals and recommend project award; coordinate with legal counsel to determine College needs and requirements for contractual and professional services; negotiate contracts, agreement, and amendment and administers 

  • Represent the department to other College departments, elected officials, and outside agencies; explain and interpret departmental programs, policies, and activities; negotiate and resolve significant and controversial issues

  • Monitor changes in laws, regulations, and technology that may affect College or departmental operations; implements policy and procedural changes as required

  • Prepare, review, and present staff reports, various management and information updates, and reports on special projects as assigned by the Vice President for Finance and Administration

  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position

JOB SPECIFICATIONS

Educational Credentials

  • Bachelor’s degree in Facilities Management, Construction Management, Engineering, Architecture, or similar field required

  • APPA CEFP credential preferred

Work Experience

  • Minimum five years of leadership responsibility in facilities management or related field

Skills

  • Ability to read and interpret documents such as construction contracts, blueprints and specifications, safety rules, operations and maintenance instructions, and procedure manuals 

  • Strong communication skills including the ability to write routine reports and correspondence  

  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

Physical Demands
